Placing an anchor absolutely on top of another element to make an entire area a clickable link does not work well in Internet Explorer. The text underneath breaks through the overlaying anchor and it is no longer clickable.
Keep your web page footer stuck to the bottom of the page, whilst ensuring that the footer drops out of site if the page content is longer than the viewport.
