Whilst in Cambodia the law only requires the driver to wear a helmet (a law frequently ignored), Vietnam passed a law that both driver and passenger must have a helmet when on a motorcycle.

This does mean that everyone wears a helmet; and as a result they have become something of a fashion statement. The quality of head protection worn might be somewhat questionable though.
